In the 20 tenths and indias facing another legitimacy crisis, i find it interesting because there is a prime minister who is much more of a technocrat. Yet the political leadership of sonya gandi and others is almost more of a different form of leadership in that kind of environment. Do technocrats make better decisions under aleg crisis than politicians? Or do politicians make better decisions? The unhelpful answer, justin is both. You need the ideal formulation and programme of technocrats and bureaucrats whose job it is to do the thinking as well as the politics.
