Shirley was forced to fade back fast and contemplate her sins, lest she be banished for good. That's when the elders slowly started implementing new rules without group consensus. They started making the women wear more conservative clothing, high necked shirts, legs covered down to the knee. And any elder could disapprove of any woman's clothing and force them to go and change. Was this new required submission of all the women to their husbands or fathers, or even older brothers? It became the only way for any of them to have a voice.
