Back then when we weren't doing such a great job it there was really it was very challenging for an individual to access assistance to get any kind of assistance more than likely they would be told no by multiple agencies. A lot of what we called side door stuff happening so if I was someone in the system that knew a bunch of service providers and I had a client I could just call them up and say hey can you take my client into your housing program even though that my client may not necessarily need that specific housing program. The system that we created was about identifying those that were the most vulnerable and do it in a way to where it was centralized it had better access people weren't having to
