So throughout the 19 nineties and early two thousands, the central strategy for avoiding nuclear conflict was assimilating russia into the west as much as possible. During this same period, however, moscow had been badly unsettled by the western decision to allow some former soviet and warsaw packed states in eastern europe to become members of nato.
