Joe Kennedy is FDR's ambassador in the corner, St. James in London. He says he didn't expect that the US would be entering the war in Europe and basically saying it would be a bad idea. This was the excuse Roosevelt needed to basically give his ambassador the axe. Johnson loved to tell this story time and again.
