No amount of ideological argument moats anything. It's only when pocket books and institutions get squeezed that they begin to open up to new ideas. The evidence based model does prevent health care from becoming the wild wild west, right where wed like to think that. But you look just at medications, all f this insistence on double line trials has not kept a great many worthless, dangerous drugs off the market. And also, doctors can't do treatments that aren't approved by the evidence based medicine committee - those are always interventions, drugs.
