The Administration's Prioritization of Age and Gravity of Events

Harvey: This cannot possibly be random. We've got a number of different factors coming into play here. So there's the age of the people, there's the circumstances. The benign explanation would be that there is a prioritization according to age and according to the severity of the event. But when there is a significant delay for children, then it's more likely to be for a severe event.
