The Roadblocks to Learning Processes

This process is different to the one we had before with the council to write the proposal because before we have the proportional access system that we use for the lower house but with output parity. So it was an idea to get a different outcome and we got actually the opposite thing that we didn't want. The more extreme views are not they have no chance in this second process.
