Is the Private Sector More Evolved in Its Thinking on TCK Policy Than the Government?

Is our private sector more evolved in its thinking on tck policy than the government is at this point? I mean, i know that's always a conflict, but where do you see the two? It depends what aspects of tech policy we're talking about. Cybracom is really very far along, and is well ahead of the private sectors conceptions of what it means to engage with somebody in cyber space.
