In 2018 there was Dapper Labs, a company out of Vancouver, Canada, you may have heard of Crypto Kitties. They had this kind of runaway NFT project they're looking at how to make this a more community oriented and wanted people to contribute but also didn't want to own the whole thing. So they mentioned this idea of progressive decentralization that they would start to slowly kind of give ownership and or responsibility for different aspects of the project.
