The One Child Policy Is Not a Top Down Expert Led Reform
Deng Xiaoping, who that maneuvers a few people, effectively takes over from Mao. This is not some top down expert led reform. Hundreds of millions of ordinary people in the countryside have decided throughout the 1970s that they have had enough of living in poverty. So when we say that hundreds of millions have been lifted out of poverty by the party, it's simply not true. Nobody was waiting for an invitation from above.
