Plebeian smallholders became a very important class in Roman society. Machiavelli says if you don't allow wealth and power from colonial acquisitions to flow through the populace, it will be very hard to achieve unity. The Roman Empire had to be willing to extend political and economic power to all those provinces and peoples that it had absorbed.
