When Charlemagne was crowned Roman Emperor, it was done under the theory of Translatio Empyriae. However, Constantinople and the other lands around the Mediterranean Sea were part of the Roman Empire. Germany, which is where the bulk of the Holy Roman Empire lay, never was part of theRoman Empire. The real power was usually vested in a lower level member of the nobility that controlled the region directly. But even big empires like the British, Mongol, and Islamic empires had regional rulers who handed local details.
