NPC wallets use EOA accounts, where you have the same one in every chain. An NPC wallet has a weight listed policy or your account that is checked before signing transactions. You can do some off-chain programmability with NPC, but then there's a bunch of like transaction batching type stuff that you need smart contract wallets for on chain. But yeah, I think both will be used more over time because fire blocks are very expensive.
