Many people in America don't have residential street addresses if they live in a vehicle or are unhoused. And when the state passes a law that says you need a residential street address, if you want to vote, that can functionally serve to disenfranchise people. So I think we need to step back for a minute and talk about how the United States is extremely rare among modern democracies in that it's really decentralized.
