Vanguard is piloting a program where they're going to allow their 30 million retail investors to have an option on how their shares are voted. I think this could stave off regulation a bit because if your worry is that one company has that much voting power, if you do democratize that power a bit, it looks worse than it is in terms of centralized power. Ironically, Vanguard is a bigger owner of most stocks than BlackRock. They'd rather be out of the news.
