The right to a lawyer for poor people accused of crimes is an unfunded mandate. There's still people in Louisiana who are assigned lawyers who are divorced lawyers or tax lawyers, and they're drafted to represent poor people. The system wouldn't operate the way it does today with this sort of assembly line justice where people come to court and meet a lawyer for five minutes, plead guilty, get a sentence. You know, these are courts of profit, they're not courts of justice; that's got to change.
