The Different Types of Parliaments
The European Parliament is a large complex multinational institution with 27 member states. Most of the members of Parliament are organised into transnational party political caucuses. So because no single political family has a plurality or an absolute majority of votes, there has to be compromised. Nothing will get adopted unless it has the support at least of three of the seven political groups assuming that they follow their respective party line or internal party discipline.
