Zones in cosmos are like independent nations within a free trade zone. But they still need to figure out their own security and rules by themselves. On polcadot, e you can have your own block chain built on sub straight which can then communicate with maybe rest of polcadodmaybe with cosmos eco system, or with iterium. And you don't have to have para chains lot. So it's an option. It wouldn't it doesn't have to be like this, part this inner circle if it doesn't want to. The way i understand the porcence is that you don't just have one application per percan, rit you might have one defy equal system
