It's a real head scratcher.
After that, Georgetown professor of Indian politics Irfan Nooruddin is here to help contextualize the ratcheting of tensions between Indian and Pakistan over Kashmir. As Professor Nooruddin points out, both nuclear armed countries have domestic political and economic incentives to forge ahead with this dangerous tit for tat.
