Don Rumsfeld was second in chain of command after president. He should have been evacuated, pooled with rest of command staff and put in contact with the president. Instead he helped carry stretchers with wounded personnel out of impact zone. Only after about 45 minutes did he return to Pentagon's command center for help manage crisis.
