Coffee exports were down to 2.8% of what they had been before the revolution. Sugar 1.2%, cotton 0.7%, and indigo 0.5%. What had once been the most profitable colony in the world had almost entirely ceased exporting goods which had made it rich. Toussaint introduced a whole host of new regulations, hoping to entice people back to work.
