A lot of actions are implied by what information you give us. A classic example is I saw a horse and carriage thunder past. If it's in the first person we know that it's a thought. The same applies when writing in third person limited with a partial stream of consciousness narrator. Cutting this redundancy is the difference between hard going dull discursive scenes and snappy readable ones but you have to keep your eye out for it.
