For the first time in American history, whites of non british descent were outnumbered almost entirely. So what they did was they turned these things, which do not require technocratic bureaucracies, into technocratic bureaucrats. And all of these have really, really high, time consuming educational requirements to keep out the white ethics. In my opinion, african americans are mostly in the south. But you don't need a burocratized ca thro twelth system. You just don't learn any better than you did in one room schoolrooms.
