Is There Any Accountability in Government?

Government fails all the time. I fail as an academic when I might try to publish an article if it's not accepted in a journal. The problem is, are you then learning from that failure? Are you doing it better the next time? So that lack of kind of learning by doing in the trial and error process means government perhaps not only outsourcing its work to consultants but actually not learning itself how to do better next time. And that's really the problem that I think needs to be examined. We are again in Lord Agnew's words infantilizing our civil service. There's no reason for government to actually invest within its brain.
