i would describe liberalism as the opposition to hierarchical, historically derived, arbitrary, centralized authority. grass roots organizations at present are often quite inefficient in various ways. i don't think that that's necessarily a necessary property of non-hierarchical or non historically derived institutions. It happens to be a property of many such things that we've observed. So i think it's important to distinguish liberalism from any particular set of institutions which may not achieve those liberal goals.
