That's what it means in the military, and and anywhere else, pretty much. I'm sure he. would like the idea that he has these militias at his beck and call. It's pretty pathetic, since the militias aren't very big. If there's a civil war against the oath keepers and their golf carts, it's going to be like tom lare's version of nuclear wara.
