The Legacy of the Cambodian Court
The UN shared an interest in justice, but the UN didn't trust the Cambodian authorities. John Kerry proposed that there be a hybrid court where each side would contribute judges and lawyers. After several years of wrangling, the two sides agreed on a hybrid court which opened its doors in 2006. The tribunal carried out a number of investigations and ultimately three convictions, but it lasted for more than 15 years.
