I think the system that I would prefer is something like this for big things that we need to ban like CFCs, like chemicals that cause acid rain, have that done preemptively through legislation. But I do very much share with you the skepticism that this proceduralist archival mechanism is really doing anything to stop negative externalities from recurring. Getting rid of NEPA will allow us to do so many good things to build clean energy so fast," he says.
