The History of the Second Duma
First Duma was dissolved by the Tsar, and conservative Peter Stolipin was appointed Prime Minister. Approximately 200 cadet and viki members of the now dissolved parliament met in Finnish town of Viborg to call for state disobedience. The appeal fell on the mostly deaf ears but Nicholas punished them by banning them from future Duma elections. In order to create a Duma which would be more favorable to the crown, Nicholas modified the electoral law so that rural landowners could vote while peasants were left out. Almost one-third of seats being held by the center-right Octoberist party.
