In India now there are 2,800 town vending committees or TVC's as they call them and this is really in the hands of those street vendors to negotiate. What Arbin Singh is doing he's building up the leadership capacity the negotiation skills of these street vendors so that when they happen to be at the same table with municipality representatives they are able to speak up and protect their rights. Olga: We also found many examples of this in between role that social entrepreneurs play to to organize a community and then be the actual point of contact for that community for government and become very useful and productive there. I think it also brings us back to this question about when are the social entrepreneurs
