CBDC - Who's Responsible?

The idea that the powers that be are going to have a digital transaction system where their databases are flexible and secret, but ours are on a distributed ledger and totally transparent? You know, in a CBDC system, I've kind of used the CBDC to get in and out of my Bitcoin. This is slavery. It seems obvious to me, but I don't see why it is an obvious to everybody.
