The Wagner Group and the Private Military Companies
Wagner formed in 2014 after the 2014 invasion of Ukraine and really was operating as a force multiplier for the Russian military. And over time they began to move into other theaters working alongside the Russian military in Syria, as well as supporting Khalifa Haftar in Libya. The real appeal here to Russia is that Wagner was able to promise that they would achieve political goals, help to expand military and intelligence power projection and reap economic benefits. All at a lower cost to Russia than regular forces would be without needing as many resources directly from Russia.
