The slavery convention of 19 26 actually has exemptions for forced labor when it is used for public works. But also the very apparatus of the colonial regimes, labor regimes enacted during this period are ones that compel laborers to work in plantations and mines. Rihte: It's important to unerstand that they were largely imbedded in a broader colonial apparatus.
