The Hasbro, Nintendo or Reading Fluency?
Jerry Tindall and I did a study in the early 90s that established norms for what those scores should be. We looked at data around curriculum based measure of oral reading fluency, where we listened to students read aloud from unpracticed text for one minute. The original intent of that work was to provide guidelines for teachers so they could make a judgment about where their children were across various grades.
