Green light is an API that you can program against. The users have custody of the funds because that's the only place where the keys are stored. We see arbitrary jurisdictions being excluded from custodial solutions when it comes to KYC and AML requirements. There's a lot of pressure on financial institutions not to hold users' keys in the current regulatory climate.
