What Happened in the 1930s?
In the 1930s, millions of Ukrainians were killed in a famine caused by collectivization. In 1932 and 33, Stalin used expropriation programs to seize grain from Ukraine's peasantry. He then introduced measures into the rest of the Soviet Union that made it impossible for them to get any food relief. Today, there are no sanctions against Russia or Belarus if they fail to provide enough food on their own.
