The US seized Russian Central Bank assets as a form of sanctions over Ukraine. That had never been done before, even during the Cold War. The Afghan debacle communicated to a lot of countries that they're not able to stay involved in your region. And then I think a third point here that sort of magnifies all of these is that the US is only half what it used to be.
