The working classes of russia had nearly doubled in size, but still only made them at most five % of the total population. Saint petersburg alone added 250 thousand workers to its population over the 18 nineties and they now accounted for nearly 30%. The existing infa structure of the city was not equipped to handle this influx. And suddenly the lodging houses, tenements and meagre dwellings of the industrialized periphery were overflowing with poor families. Conditions here were deplorable by any objective measure.
