Common Parlance - It's Raining Cats and Dogs
Common parlance means the things that people usually say. So pissing down means raining heavily, but it's a slightly rude way of saying it. To rumble is a word we would use to describe a sort of sound like maybe the sound of thunder or the sound of a train going over a bridge or something. And to ramble on basically means to continue rambling about something. For example, I just rambled on about rain in this episode.
