Progosion and his forces had expected to capture Shogu and Grasimov when they were doing a short trip to Rastav. This was not a very well thought out plan, it was the profound miscalculation of a deeply delusional person. He believed falsely that he had a significant amount of support within the regular military. And as we saw, although there was minimal resistance from the regular military, it didn't rise up and back Progosion's mutiny.
