Organized Crime Isn't What It Once Was, Wight, Has It Devolved?

It seems like there was certainly a time wher the yakuza wielded almost more control and power than the police force itself. And perhaps where, perhaps we are arriving at a place where the differences between some factions of law enforcement and some factions of criminal empiresre not as distinct as they once were. But then also, it reminds me of the old question of, or the old idea that organized crime is always going to be around. The question it will be, who perpetrates the most?
