The Failures of Democracy in Handling Climate Change
A lot of the literature on climate authoritarianism has this kind of flexible top-down bottom-up influencing each other approach. What you need is mass micro experiments being run through multiple agencies and broad heuristics but not defined outcomes. We don't do something about poverty. Nobody can do anything about climate change. It's that simple. So what you want is lots and lots of small things going out to the local level. But the ability to link and connect them, which isn't mediated by bloody AI. And that in constructive theory changes to substrate. If you change the substrate, different things are possible.
