Is There a Police Force in a Complex Society?

As societies grow more complex, a need for maintaining social order is inevitable. It makes sense that specialized personnel should be able to enforce the laws of that society. In some societies, it's more like self-regulating than in others. But if you're a really small civilization, a small tribe or something, naturally there are going to be consequences for those that go against what's deemed acceptable.
