Is There Still a Category of Vulnerable Adult in the Church?
A vulnerable adult was a very narrowly defined category, which is someone who habitually lacks the use of reason. Now it's placed next to and legally equivalent to minors in the penal law of the church. And so this has been the CDF, which is exclusively competent to hear abuse cases in the church. This has been their their definition that if you want to forward a case and say, "This is a case of sexual abuse in the church here" It's either against a minor or it's a it's a vulnerable adult according to this definition.
