When the power of the capitalist class is threatened, they basically by a majority resort to unconstitutional means to keep themselves in power. The most unconstitutional mean quote unquote that they result resort to his fascism. This is what happened in Italy and in Nazi Germany. Likewise, when the interests of one country's national bourgeoisie can't be guaranteed through rule of law then usually wars can break out as a result. With all that said, fascism is the exception. As apparently stands, it's the exception. Usually you have a respectable democratic republic that abides by the rules that they claim to uphold. But with everything else, and I think this is going to tie it up before we enter into the discussion
