Is There a Problem With Refutation?

Theory refutation requires a combination of an anomalous ation or observations and a second explanation. This is not the way pauper thought of it, but it is not a bad way to think of it. We say that a theory is falsified only if we have accepted basic statements which contradict it. A basic statement would never be a single test for an actual theory. Theories need special rules to determine whether they can be regarded as false under certain conditions.
