The Senate Is a Slower Moving, More Deliberative Body
The senate is designed to be a slower moving, more deliberative body. It was never intended tothwart the the popular will in the way that i think the the philibuster can in the contemporary senate. The degree to which individual senators see it in their interests to preserve the rights that they have has been an important part of how it's come to be used as frequently as it is now. And just wol be clear when i say minority, raits i mean the minority in the senate, like the political party minority, isn't it so?
