Under Odrade's leadership, the Bene Gesserit are transforming Chapterhouse into a desert to control the production of the spice melange.

The novel focuses on the conflicts between the Bene Gesserit and the Honored Matres, a violent matriarchal cult that seeks to assimilate and exterminate the Sisterhood.
